An objective when setting up the Opportunities Group within the Property Services Department was to commence as soon was practicable a countywide property survey. This survey would identify the use of the County Council's corporate estate. Although day-to-day opportunities for rationalisation and disposal would be dealt with on an ad hoc basis as part of the normal workload, it was realised that to fulfil the underlying concept for the new Opportunities Group these ad hoc reviews demanded to be supplemented by other in-depth property reviews. Accordingly this, the first property review to be undertaken by the Group, woud need not only to achieve a worthwhile result but would also require to experiment with method. With a county the size and complexity of Kent it is of course necessary to break the survey down into manageable units. One of the ways of doing this is on a geographical basis, although other units for review are available. However for this first study it was decided to adhere to the geographical basis and it was necessary to select an area having a comprehensive mix of county uses and in which one or two County Committees were anticipating and attuned to the coming impact of property rationalisation. The location in Kent thus chosen was the town of Ashford.
